Position Overview: Cognitive is seeking a Contracts Manager with experience in federal contracts administration. This is an exciting opportunity to use your skills, and experience to support the military personnel and veterans of our country. The selected candidate will report to the Director of Contracts and provide all contract management activities for a diverse contract’s portfolio. Key Responsibilities: • Provide the oversight, evaluation and monitoring of contracts • Be a trusted advisor during key negotiations, with the ability to resolve multi-faceted and complex contractual/stakeholder issues and performance issues • Identify risks and propose mitigation strategies, ensuring compliance with federal policies, and develop and maintain excellent customer relationships • Serve as single point of contact for the Government Contracting Officer and COR • Oversee contract performance and ensure compliance with PWS requirements • Coordinate with client representatives on contract status and issues • Review contractors’ time schedules and leave schedules while ensuring mission accomplishment • Assist in the review and analysis of Request for Proposals (RFPs) in order to identify and mitigate contract risks • Review and negotiate Teaming Agreements, Nondisclosure Agreements, Consulting Service Agreements, Subcontract Agreements, Master Services Agreements, Statements of Work and OCI Mitigation Plans. Required Qualifications: • BA degree with 5 or more years of relevant experience • Experience with GSA, DCAA, FAR and DFARS • Experience developing bid rates and pricing models • Candidate must have in depth knowledge of all contract types (e.g., T&M, FFP, IDIQ and Cost Plus) • Proven ability to solicit and process complex information and data to solve complex problems and make sound decisions • Strong interpersonal skills with measured and articulate communication skills; ability to build and maintain strong relationships with internal and external customers; proven history of building a team environment, fostering communication, listening to staff concerns, and reconciling internal issues or differences • Candidate must be self-motivated and able to work independently; must be a consummate team player, routinely interacting with finance, operations, business development and the executive leadership teams • Experience with Teaming Agreements, Non-Disclosure Agreements and other legal instruments; candidate must have a strong background in federal contracting regulations Preferred Qualifications: • U.S. Citizenship • Working knowledge with the Veteran’s Affairs, Department of Defense and other federal agencies is a plus Why Join Us? • Be part of a mission-driven organization making a difference in healthcare IT • Collaborate with innovative and passionate professionals that are there to support you at every turn • Enjoy a supportive work/life balance with the flexibility of a 100% remote company • Benefit from opportunities for growth and development in a dynamic environment Apply tot his job
