The Bay Area Air Quality Management District (Air District) is a regional government agency. The District's statutory mandate is to regulate stationary sources of air emissions. The District accomplishes this goal through regulation of industrial facilities and conducts various outreach and incentive programs designed to encourage clean air choices. The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma. The Air District is currently accepting applications for the position of Cybersecurity Manager in the Information Services Division. This is an open recruitment for one (1) full-time, exempt, management level position. About the Position: Cybersecurity Manager will lead technical cybersecurity projects and manage enterprise security operations in a Microsoft and Palo Alto Networks environment. This role reports to the CTO and is critical to advancing our mission of protecting public health and the environment. You’ll drive cross-functional security initiatives from start to finish—managing cybersecurity tools, projects, staff, and audits—while building sustainable security practices across a hybrid cloud and on-prem infrastructure. DEFINITION Under administrative direction, performs mid-level management duties with responsibility for a section, program or defined functional area; and performs related work as assigned. Incumbents in these positions make decisions which impact the daily operations and implementation of established procedures and policies of the related sections and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology and/or additional resources. DISTINGUISHING CHARACTERISTICS Incumbents in this class assume responsibility for one or more section(s), programs or functional areas. Incumbents make decisions which typically involve program planning and directing, as well as, organizing new and future resource needs. Manager is distinguished from Director/Officer in that the latter has overall managerial responsibility for multiple sections or functional areas of a division. This class is further distinguished from Assistant Manager in that the latter has responsibility for one or more programs or functional areas and responsibility overseeing complex, diverse programs or services.EXAMPLES OF DUTIES (Illustrative Only) • Lead and deliver technical cybersecurity projects, including security platform rollouts, policy automation, and compliance initiatives. • Manage the Sophos Security Operations Center (SOC), ensuring 24/7 threat monitoring and rapid incident response. • Oversee Microsoft Defender XDR, Sentinel SIEM, Entra ID (Azure AD), Intune, and Palo Alto firewall operations. • Supervise cybersecurity staff, including union-represented team members, and coordinate with vendors and project teams. • Own cybersecurity policies, risk assessments, and remediation plans aligned with NIST and California standards. • Perform Security Incident Management • Track and resolve audit findings urgently, ensuring accountability and measurable improvement. • Provide actionable risk insights to executives and lead tabletop exercises, security reviews, and resilience planning Develops and implements goals, objectives, policies, procedures, and work standards for the assigned programs. Directs, organizes, assigns, reviews, and evaluates the work of assigned staff; selects and trains staff and provides for their professional development. Directs the preparation, maintenance, verification, and reconciliation of a wide variety of reports. Develops, reviews, and recommends improved methods and procedures. Directs the maintenance of and maintains accurate records; prepares clear and concise reports, correspondence and other written materials. Analyzes technical issues, prepares and presents reports and recommendations regarding operational and policy issues to the Board, various committees, and other groups. Analyzes and reviews local, state, and federal legislation to determine its impact on the District. Responds to requests for public information regarding the District's policies, procedures and operations. Represents the District and assists the Director/Officer as assigned.Education and Experience: A typical way to obtain the knowledge and skills is: Equivalent to graduation from a four (4) year college or university with major coursework in a job related field and four (4) years of professional level work experience preferably in a public agency, of which at least two (2) years were at a supervisory level.
