Division of Plan Surveys Attorney

The California Department of Managed Health Care (DMHC) is responsible for ensuring health plan members have access to high-quality and affordable health care. The Division of Plan Surveys Attorney will ensure compliance with health care regulations, participate in on-site surveys, and provide legal advice to management and staff. Responsibilities Ensuring compliance with the Knox-Keene Act, the MHPAEA, and related state and federal law through the planning and participation in on-site surveys of health care service plans Making investigative inquiries, preparing and reviewing reports of survey findings, and preparing memoranda concerning identified violations of applicable laws Providing expert-level legal advice and counsel to the Division of Plan Surveys and other DMHC management and staff Reviewing new health plan license applications, notices of material modifications and amendments to existing health plan licenses related to areas under the authority of the Division of Plan Surveys Occasional travel will be required to conduct on-site medical surveys Periodically traveling to and working on-site at health plan facilities Skills Possession of Minimum Qualifications will be verified prior to interview and/or appointment The position(s) require(s) a Background Investigation be cleared prior to being hired Completed applications and all required documents must be received or postmarked by the Final Filing Date in order to be considered Current version of the State Examination/Employment Application STD Form 678 (when not applying electronically), or the Electronic State Employment Application through your Applicant Account at www.CalCareers.ca.gov Resume is required and must be included Statement of Qualifications - The Statement of Qualifications (SOQ) is a MANDATORY requirement to apply for this position Other - A Cover Letter is required for this recruitment Knowledge of health care service plan programs and trends Ability to organize and establish simultaneous workload priorities and work under pressure Exercise a high degree of initiative, flexibility, and confidentiality Ability to work independently, as well as cooperatively and effectively with others Ability to professionally communicate both orally and in writing Ability to reason well and use good judgment Dependable, punctual, and excellent attendance Proficient use of the following software programs: Microsoft Teams, SharePoint, PowerPoint, Word, and Excel Experience in public service or government Knowledge of data and policy analysis Company Overview California Department of Managed Health Care is a government body that provides health plan oversight and consumer complaint assistance.
