Employment Status: Full-Time, Exempt (Salary) Reports to: Senior Delegating Nurse Location: Upper Marlboro, Maryland Job Summary: The Nurse is responsible for providing professional nursing care through skillful assessment, planning, implementation, and evaluation of established policies and procedures. Provide on-call accountability and be responsible for the Participant's nursing care needs. Additionally, the Nurse will be responsible for the clinical oversight of unlicensed personnel and determine the ability to delegate certain functions according to the Maryland Nurse Practice Act, DDA regulations, and EBED standards. Essential Duties and Responsibilities: • Complies with the Maryland State Board of Nursing Practice Act/COMAR 10.27.22 • Assess and evaluate the medical appropriateness of any individual being considered for potential admission into any of EBED’s programs. • Provide 24-hour accountability/responsibility via telecommunication for the provision of quality nursing care of individuals served at EBED (on-call every other week); Oversee residential setting and delegate instructions to part-time Registered Nurse, Licensed Practical Nurse and unlicensed personnel. • Completes a nursing assessment and establishes goals and objectives (nursing care plan) to address and meet the health care needs of each individual upon admission, when needed and subsequent 45-day reviews or no more than 90 days whichever is applicable. • Provides hospitalization and post-hospitalization intervention, quarterly medical reports if warranted, any follow-up or nursing care plan revisions, as determined. • Provides any follow-up or nursing care plan revisions, as determined. • Responsible for determining when an individual does not meet the criteria for delegation of being chronic, stable, uncomplicated, routine, and for whom the RN has determined the existence of more complex health issues. • Develops orientation and ongoing staff training programs related to nursing/medical issues. • Identifies, organizes, and provide ongoing staff training as required by the State regulations, which include a Medication Technician Training Program. • Maintains certifications and requirements to comply with EBED’s established training requirements. • Administers the provision of medical and nursing interventions which are outside of the scope of the counselors/unlicensed staff or deemed inappropriate to be delegated to unlicensed personnel such as injectable medications, immunizations, or treatments ordered by a physician. • Supervises unlicensed personnel in the scheduling, completion, and documentation of medical visitations, along with follow-up coordination. When specific intervention is necessary, the Delegating Registered Nurse may be required to act as a medical liaison, on behalf of the individual, primary care physician, specialist or other health care provider, parents or families, and guardian. • Relays pertinent information regarding medications, diet treatments, or any medical/nursing issues concerning individuals to the administrative and supervisory staff. • Participates in Admission and Discharge and Interdisciplinary Team meetings, when indicated, for residential individuals and, if appropriate, other community-based individuals served by EBED concerning pertinent medical issues. • Participates in licensing surveys. • Complies with HIPPA privacy guidelines and maintains the confidentiality of the Participants’ records. • Follows nursing practice standards/DDA regulations for all nursing interventions and documentation. • Supervises unlicensed personnel in the documentation of delegated nursing tasks. When specific intervention is necessary, the Nurse may be required to act as a medical liaison, on behalf of the individual, primary care physician, specialist or other health care provider, parents or families, and guardian. • Initiate a quality monitoring system to oversee medication administration and assess the competency of skills learned of the part-time Registered Nurse, Licensed Practical Nurse and unlicensed personnel according to DDA regulations, Maryland Board of Nursing, and EBED’s standards. • Performs site visits to audit provisions and proper notation of nursing assignments. • Reviews Monthly Medical Reviews and monitor medication aides' activities to ensure compliance with the Maryland Board of Nursing standards. • Evaluates sites to maintain optimum safety for our Participants. • Updates all health information, reports of contacts, and behavior incidents before inclusion into the individual's file. • Performs other job-related duties as assigned. Experience and Qualifications Education • University degree in a related field and a current Registered Nurse license within the State of Maryland or an accepted multi-state license to practice. Knowledge, Skills, and Abilities • Current CPR training. • A minimum of three (3) years of nursing experience. • Consideration will be given to individuals who have experience in the field of developmental disabilities as delegating case managers/nurses. • No weight restrictions. • Expected to travel to sponsored residential sites and other outside community settings. • Excellent verbal and written communication skills. • Excellent interpersonal skills. • Excellent time management skills with a proven ability to meet deadlines. • Proven ability to handle multiple projects and meet deadlines. • Demonstrated success and comfort in working in a very fast-paced environment and ability to handle multiple projects while meeting deadlines.
