Title - GIS Developer Location Los Angles, CA, REMOTE 12+ Months Contract position Job Description The DCP is seeking a skilled GIS Developer to support the DCP Systems and Citywide Housing Policy teams in developing a robust data infrastructure and analytical model for the SB 79 project. The GIS Developer will design and implement a database and spatial data model to support the Department's analysis of parcel-level compliance under SB 79. This role involves integrating and staging both tabular and spatial GIS datasets into a database environment, developing tools or scripts to automate data processing, and building a program or workflow to execute the defined data model and generate outputs. The GIS Developer will collaborate closely with the Citywide Housing Policy staff, who will define the calculation logic, and with the DCP Systems team, who will provide reference GIS datasets and technical support for data integration. Task Descriptions Below are the Tasks for this Task Order. • Design, develop, and maintain a relational database (e.g., PostgreSQL/PostGIS or equivalent) to store, organize, and manage GIS and tabular data relevant to SB 79. • Develop a data model and associated processing workflows to evaluate parcel-level compliance with SB 79 criteria. • Work closely with the Citywide Housing Policy team to translate model calculations and compliance rules into executable spatial and tabular data models. • Collaborate with the Systems team to access, clean, and stage GIS reference data for integration into the project database. • Develop scripts, tools, or applications (in Python, SQL, or similar languages) to automate data ingestion, transformation, and analysis. • Ensure data accuracy, integrity, and performance through quality control checks and optimization of spatial queries. • Produce reproducible data outputs and reports to support policy analysis. • Document database schema, data model logic, and workflow processes to support long term maintenance and transparency.
