Job Posting: Government Affairs & Strategic Outreach Consultant (Part-Time) Location: Fully Remote (Must be based in California) Job Type: Part-Time, Contract (Approx. 20-30 hours/week) Hourly Rate: $20 - $55 per hour (commensurate with experience and network) Project Duration: 6-month initial contract, with strong potential for extension. About the Project: We are seeking a proactive and organized Government Outreach Specialist to lead targeted, high-quality outreach to California state and county government officials. Your primary mission is to schedule introductory meetings for our leadership to present the Perpetual Legacy Bond model—an innovative program to tap into bonds and public funding to create permanent housing and generational wealth for low-income and justice-involved individuals. Our Launch Focus: You will focus on counties where we have proven operational credibility through our active CA Reentry Rental Assistance Program. Our priority launch counties are: Butte, Humboldt, Imperial, Lake, Madera, Mendocino, San Benito, Siskiyou, Trinity, and Tulare. Non-Priority but Eligible: Alpine | Amador | Calaveras | Colusa | Del Norte | El Dorado | Glenn | Inyo | Kings | Lassen |Mariposa | Modoc | Mono | Napa | Nevada | Plumas | Shasta | Sierra | Sutter | Tehama | Tuolumne | Yolo | Yuba This is a project-based, part-time role perfect for someone with established government contacts and a "get it done" attitude. Success is measured by the quality of meetings and agreements secured. Who You Are: The Political Insider We need a nimble, well-connected contractor or consultant—not necessarily a full-time employee. You are a political insider: a former government staffer, committee consultant, agency aide, or public affairs professional with an active, trusted network in Sacramento and/or California's rural county seats. You know how to get a proposal in front of the right person and secure a 30-minute hearing. Core Responsibilities • Execute a Dual-Track Outreach Strategy: • State Track: Target key offices in the California State Legislature (e.g., relevant committee staff), the State Treasurer's Office, and the Governor’s Office. • County Track: Conduct parallel outreach to County Boards of Supervisors and Administrative/CAO offices in our priority small counties. • Strategic Communication: Craft tailored briefs, emails, and talking points for distinct audiences (e.g., state fiscal staff vs. county housing director). • Meeting Orchestration: Schedule, prepare for, and debrief on initial introductory meetings for BIGAA Impact leadership. • Power Mapping & Intelligence: Provide strategic analysis of power structures, key decision-makers, and relevant budgetary or legislative timelines. • Progress Reporting: Submit concise weekly briefs on outreach progress, challenges encountered, and recommended next steps. Required Qualifications (The "Must-Haves") • Proven, Recent Government Experience: Demonstrated experience working within California state government (e.g., as legislative staff, committee consultant, agency staff) OR within the administration of one or more California counties. • Verifiable, Direct Network: A professional network with current staff in Sacramento and/or multiple county government offices. You must be able to get a call returned. • Process Acumen: Understanding of state and local government processes, budgeting cycles, and political dynamics. • Superior Communication: Excellent written and verbal skills, with a proven ability to synthesize complex ideas into clear, compelling messages. • Independent Operator: Ability to work autonomously, meet deadlines, and report progress with clarity and professionalism. Preferred Qualifications • Experience with or knowledge of municipal finance, affordable housing policy, or reentry services. • Existing relationships with members of key legislative committees (e.g., Assembly Housing, Senate Budget) or the California State Association of Counties (CSAC). • Bilingual abilities are a plus.
