Human Resources Specialist 1/Trainee 1/2 - Albany (NY HELPS)
About the position The Human Resources Specialist 1/Trainee 1/2 position is designed for individuals looking to start a career in human resources within the New York State Department of Labor. This role involves assisting with performance management activities, providing guidance and support to employees and supervisors, and ensuring compliance with Civil Service laws and regulations. The position is a two-year traineeship, after which successful candidates will advance to a permanent role without the need for further examination. Responsibilities • Serve as a liaison for the Performance Management Unit, providing assistance and guidance on performance management activities. • Prepare and process performance development and traineeship plans for employees. • Track annual and temporary traineeships and evaluations. • Assist with processing performance evaluation paperwork for new hires and changes in supervision. • Review and process terminations according to agency policy. • Facilitate audits of HC, HRS, and NYSTEP transactions. • Review and process probation extension and second probation requests. • Assist with suspension transactions in line with agency guidance. • Review and process traineeship fast tracking requests. • Collaborate with Recruitment staff to address Out of Title Work Grievances. Requirements • Bachelor's degree from an accredited college or university. • Customer service experience. • Strong organizational skills and attention to detail. • Proficiency in Microsoft Excel. • Ability to prioritize workload independently. • Experience with Human Resource Information Systems (HRIS) and Human Capital Management (HCM). • Ability to maintain relationships across diverse stakeholders. Nice-to-haves • Experience with processing HCM transactions. • Ability to work under time constraints and manage shifting priorities.
