Information Technology Specialist 2 (Programming)
New York State Thruway Authority is seeking an Information Technology Specialist 2 (Programming) to perform technical activities related to application development, maintenance, and support of software applications. The role involves coding, testing, debugging, and documenting systems and processes, as well as collaborating with various stakeholders to ensure software solutions meet organizational standards. Responsibilities Application development coding, testing, and debugging Conducting or assisting in business and systems analysis, documenting systems and processes Documenting systems and processes, including workflow processes and data input/output Describing data elements and application goals and objectives Perform application coding, design, and deployment of new and revised systems Update and maintain in-house developed applications written in various client-side and server-side programming languages Administer technical functions and integration of commercial software Participate in meetings with Information Technology staff, end-users, vendors, and consultants Work with internal customers to define program needs or identify software defects Analyze and recommend system modifications determining the impact of proposed changes Identify and troubleshoot software defects and implement necessary solutions Work with the database administration, system services, and network services staff as needed to support application specific requirements Assist with system maintenance activities Maintain application source code within Authority enterprise repository Participate in the testing phase of application development such as assisting in the development of test plans, execution, and validating test results Plan, test, execute, and perform quality assurance measures on system user acceptance tests of programs and systems Develop procedural documentation, online help documentation, and installation manuals for end-users and Information Technology staff Ensure software solutions and procedures are properly documented and meet and follow Authority standards Document software applications by describing all relevant factors including workflow processes, data input and output activities; describe data elements and overall program goals and objectives, including design, development, and administration of any related database system Skills Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 16 or above and eligible for transfer under Section 52.6 of the NYS Civil Service Law Either 1. a bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science Or 2. a bachelor's or higher-level degree in any field AND one year of experience in information technology Or 3. 60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of experience in information technology Or 4. two years of experience in information technology All potential candidates for this position must be legally eligible to work in the United States at the time of appointment and throughout your employment with the New York State Thruway Authority If appointed, you will be required to produce documents that verify your identity and authorization to work in the United States, as required by the Federal Immigration Reform and Control Act of 1986, and the Immigration and Nationality Act Benefits Paid time off Sick leave incentive Membership to the NYS Retirement System 90% tuition assistance FREE onsite employee parking Telecommuting program offers up to 20% (two days per pay period) Company Overview New York State Thruway Authority provides government adminstration services.
