Senior Policy Analyst, Bureau of Equitable Health Systems

About the position Responsibilities • Design and execute research on state and federal policies related to New York State of Health Marketplace, including eligibility, enrollment, bolthires sharing, subsidies, and covered benefits. • Analyze policies including rules and regulations related to the Affordable Care Act and the healthcare safety net, with a focus on their impacts on low-income and immigrant communities. • Monitor policy developments related to health and immigration. • Research and analyze federal and state legislation, regulations, and programmatic initiatives to enroll the uninsured population into health insurance. • Identify data to support and guide health policy and program planning efforts. • Coordinate the bureau's legislative tracking systems. • Monitor state and federal registers for relevant regulatory actions. • Conduct literature searches for evidence base, maintain records, and prepare reports to support the bureau's position on policy recommendations. • Draft responses based on literature research to respond to requests from Intergovernmental Affairs, Agency Communications, and requests from internal and external stakeholders. • Conduct policy analysis and employ social-determinants-of-health orientation to state Medicaid reforms. • Coordinate with other policy programs within DOHMH. • Assist on special projects as needed. • Additional duties as assigned. Requirements • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or • Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '2' above. Nice-to-haves • Graduate degree in public health or public policy • Experience in policy analysis • Excellent research and writing skills • Knowledge of federal, state, and local health policy issues, ideally in New York City • Demonstrated ability to work well as part of a team and in a fast-paced environment • Highly organized and exceptionally detail-oriented • Excellent interpersonal, organizational, writing and communication skills • Proficient in bolthires Word, Excel, and PowerPoint.
