About the position The Transportation Planning Specialist 14 (NEPA Manager for Major & Innovative Delivery Projects) plays a crucial role in enhancing Michigan's Transportation System operations. This position involves providing expertise in environmental planning, particularly under the National Environmental Policy Act (NEPA), and serving as the sole technical expert for complex projects. The specialist will guide senior management and project managers, ensuring compliance with environmental regulations while fostering a positive and innovative work environment. Responsibilities • Prepare and serve as the sole technical expert and NEPA manager for environmental and planning needs of complex major and innovative delivery projects. • Provide guidance to senior management and project managers on NEPA documentation and decisions. • Negotiate and make decisions with FHWA on required NEPA documentation. • Act as a recognized technical expert and liaison between project teams and various stakeholders. • Oversee and provide technical expertise regarding environmental clearance procedures for major projects. Requirements • Bachelor's degree in planning, environmental studies, engineering, or related field with at least 30 semester credits in relevant subjects. • Five years of professional experience equivalent to a Transportation Planner, including three years at the P11 level or higher. Nice-to-haves • Experience with community demographics and environmental concerns. • Knowledge of federal, state, local, and international environmental laws.
