Your opportunity at a glance: The WSLCB Finance Division is announcing an exciting opportunity for a Budget Analyst 4 position in Olympia, WA. This position reports to the Budget Manager in the WSLCB's Finance Division. This position directly contributes to the agency mission as it supports the effective operation of all divisions within the agency. In this role, you will provide timely and accurate support and assistance with agency budgeting processes while assuring that all agency and state requirements and standards are followed. Responsibilities for this position include monthly budget status reporting, revenue distribution, and all agency budget functions. Depending on your job duties, work location and supervisor approval, eligible employees who are new mothers, fathers or legal guardians can bring their infant (six weeks to six months) when they return to work. • Free parking Duties Some of the duties you will perform are: • Lead Budget Development and Monitoring. • Coordinate the development of the agency budget. • Develop and process allotments for the assigned programs. • Create and distribute monthly budget activity reports in a timely manner, providing analysis and solutions to the programs as needed. • Analyze irregularities and notify accounting of needed corrections in a timely manner. • Understand and update Performance Measures in the OFM system on a quarterly basis. • Communicate professionally within the agency providing consultative and budget services. • Lead the coordination of fiscal note requests. • Receive and track requests from OFM. • Notify division fiscal note coordinators. • Compile feedback and draft fiscal note in the fiscal note system. • Field miscellaneous inquiries received by the budget office. • Provide data and analysis for inquiries received from program managers within the agency, OFM and legislative staff, and public records requests. • Revenue Reporting and other duties as assigned. • Complete the Quarterly Distribution of excess funds. • Update quarterly Distribution by Fiscal Year spreadsheet. • Update population quarterly to be used for distributions. • Prepare monthly revenue reports. • Maintain program Results Map and report out quarterly. Qualifications Candidates can gain the competencies required for the Budget Analyst 4 position through a combination of on-the-job experience, and specialized training, even without a formal degree. Education to experience equivalency (experience may be gained concurrently). • Associate’s degree = 2 years • Bachelor’s degree = 4 years • Master’s degree = 5 years Required Qualifications: Nine (9) years of combined relevant experience and education in budget development, execution and report development. Advanced Excel skills (create Pivot tables and charts, write formulas such as Vlookup, IF/Sumif).
