Capital Asset Accountant (FA5, In-Training)

They are seeking a Fiscal Analyst 5 – Capital Asset Accountant to lead accounting for capital assets and ensure the integrity of financial reporting across the agency. Responsibilities Reconcile consumable inventory accounting and make adjusting entries in conjunction with oversight from the Procurement & Materials Management Office Reconcile all capital asset systems to WSDOT’s financial accounting system monthly and make the adjusting entries quarterly Assist with determining if an asset cost should be capitalized, the appropriate depreciation schedule, and make decisions on the best accounting treatment for that asset Update data in support of financial statement reports, as needed, for stakeholders and business needs Act as the capital asset Subject Matter Expert in annual audits as required and performed by the State Auditor’s Office Provide general procedural directions to AFS staff who may assist in producing the position’s work product Perform monthly reconciliations of assigned funds and general ledgers to ensure data is accurately interfaced from TRAINS (WSDOT core financial system) to AFRS (the state’s core financial system) Utilize a variety of TRAINS and AFRS reports in order to verify and reconcile the accounting data between the WSDOT accounting system and the statewide accounting system to identify any discrepancies and make necessary corrections Analyze general ledger data at the subprogram, appropriation, object and/or major group/source level within and between TRAINS and AFRS to ensure timely and accurate reporting of financial data Perform detailed analysis of TRAINS and AFRS reports Skills Advanced Accounting & Financial Analysis: Demonstrated ability to manage and analyze capital asset, general fund, and general ledger accounting in compliance with GAAP, GASB, federal and state regulations, and WSDOT policies Financial Reconciliation & Data Integrity: Proven ability to perform accurate, timely fund and general ledger reconciliations; analyze and reconcile data across multiple financial systems; and ensure the integrity of financial records Complex Transactions & Problem Solving: Thorough understanding of general ledger relationships (assets, liabilities, fund balance/equity, revenues, and expenditures) with the ability to evaluate complex transactions, resolve accounting issues, and provide consultative guidance Regulatory Interpretation & Policy Guidance: Ability to research, interpret, and apply SAAM, GASB, and GAAP requirements and provide clear, actionable guidance to leadership and stakeholders Communication & Customer Service: Advanced ability to communicate complex financial information clearly and professionally, both verbally and in writing, to diverse audiences while delivering high-quality customer service Independence, Organization & Work Management: Ability to work independently and collaboratively, exercise sound judgment with minimal supervision, and manage multiple competing priorities in a fast-paced environment Accounting Systems & Technical Proficiency: Advanced knowledge of automated general ledger and financial reporting systems, with the ability to independently query, extract, and prepare reports using accounting systems and PC software such as Excel, Outlook, and Word Growth Mindset: Actively demonstrates a commitment to learning and growth Service-Oriented: Takes action to meet the needs of others Government Accounting Environment Experience: Demonstrated ability to work effectively within a complex governmental accounting environment, applying public-sector accounting principles, controls, and processes WSDOT Financial Systems Proficiency: Demonstrated experience using WSDOT financial systems (such as TRAINS, Cognos, or similar enterprise financial and reporting systems) to access, analyze, and report financial data Benefits Work-Life Balance – We offer flexible work schedules that allow you time for your life outside of this excellent opportunity.
