Deputy Director of Clean Energy and Markets (Special Assistant, NS-M6)
About the position Responsibilities • Serve as an advisor and consultant to the Director and the Public Service Commission on innovation and climate policy. • Manage and direct the staff of the Clean Energy and Markets Section, including recruitment and development activities. • Plan, organize, and coordinate the implementation of the CLCPA, developing policies and engaging stakeholders. • Coordinate analyses, studies, reports, and plans related to clean energy and markets with other offices. • Testify as an expert witness in Commission cases and supervise the preparation of testimony. • Attend Commission meetings to advise on technical and policy matters related to utilities. • Provide technical assistance and support to other offices and the Department. • Analyze proposed legislation and formulate recommendations affecting the Commission's responsibilities. • Represent the Commission at hearings and conferences, and work with energy policymakers from other State agencies. • Meet with utility personnel and the public regarding utility regulation issues. • Manage internal operations of the Department and provide administrative support to the Commission. • Oversee the preparation of Commission orders, rules, and regulations. Requirements • Bachelor's degree and nine years of progressively responsible experience in utility regulation or clean energy, including four years in a managerial capacity. • Experience in utility industries and power markets, formulating and implementing energy policy, and developing business models. • Strong leadership, oral and written communication, and analytical skills. • A master's degree in engineering, economics, public policy, business administration, or related fields is preferred. Nice-to-haves • Experience in leadership roles related to innovative energy projects. • Familiarity with competitive utility markets and the electric utility industry. Benefits • Salary range from $152,191 to $191,427 annually. • Permanent full-time employment with a 37.5-hour workweek. • Telecommuting allowed and compressed workweek options available.
