About the position Ambipar / Witt O'Brien's is seeking a FEMA PA (Public Assistance) Project Formulation Appeals Specialist to join our team supporting disaster recovery efforts for Puerto Rico. The FEMA PA Appeals Specialist will review and analyze appeals related to disaster recovery funding decisions within the Public Assistance Program. This individual will ensure compliance with federal regulations, policies, and procedures, and ultimately provide recommendations for resolution of appeals. Responsibilities • Investigate relevant statutes, regulations, policies, and prior appeal decisions related to the subject matter of an eligibility determination. • Interpret and adhere to applicable laws, regulations, and policies. • Develop determination memos and other written products for review and signature. • Explain findings both verbally and in writing to various stakeholders. • Coordinate with partners to foster understanding of decision-making processes. • Track and report on official correspondence and action items, inputting data into agency tracking databases. • Write clear analysis and recommendations summarizing complex facts and legal/policy determinations. • Assist in preparing for audits, appeals, and arbitration, including developing briefing materials and case-related materials. • Collect, analyze, and report on data, identify trends, and make recommendations to senior managers. • Other duties as assigned. Requirements • Bachelor's degree in a relevant field. • 8 - 10 years of experience with FEMA Public Assistance programs. • Knowledge of FEMA PA policies, regulations and procedures. • Demonstrated ability to review and analyze laws, regulations and policies. • Ability to prepare clear written correspondence and reports for leadership. • Strong analytical, research, and writing skills. • Ability to communicate effectively both verbally and in writing. • Dependable, adaptable, and able to remain professional under pressure.
