National Consultant. Delivery of training workshops on Alternative Low-GWP Substances and Energy Efficiency in the RAC Sector for Guatemala

Result of Service Enhanced national awareness and capacity in the RAC sector to adopt low-GWP and energy-efficient technologies, supported by a coordinated communication strategy and trained stakeholders promoting sustainable RAC sector in Guatemala. Work Location Homebased Expected duration 6 months Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment." Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction's Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. In this context, and under the framework of the of HCFC Phase-Out Management Plan (HPMP), Stage II, Second Tranche, and its component related to energy efficiency, the Government of Guatemala, has requested UNEP in providing technical support to develop awareness raising activities and instructions to RAC technicians, retailers, manufacturers, importers and end-users on the importance and advantages of offering, maintaining, and using RAC equipment with the highest energy efficiency rates, and low-GWP refrigerants. Duties and Responsibilities: In close coordination with the compliance assistance regional team for Latin America, the consultant shall provide technical and strategic support for promoting the adoption of low- or zero-GWP refrigerants and maintaining or improving energy efficiency in the RAC servicing sector in Guatemala,. Specifically, the consultant will be responsible for the following actions: - Develop a strategy and implementation roadmap outlining objectives, target groups, key messages, methodology, timeline, and coordination mechanisms for all activities from the consultancy. - Organize and implement at least one seminar to promote the gradual reduction of HCFC and HFC consumption, recovery and recycling practices, selection of non-HCFC, low-GWP, energy-efficient alternatives and a report that includes: list of participants, agenda, workshop development, and date. -Design and distribution of 1,000 copies of a brochure addressed to RAC students and technicians, end users, vocational institutes, and sale and repair shops on the gradual reduction of HCFC consumption, recovery and recycling practices, selection of non-HCFC, low-GWP, energy-efficient alternatives. - Design and deliver at least two workshops for importers, distributors and retailers focused on the importance of introducing RAC equipment with low-GWP refrigerants and high energy efficiency. - Develop and implement a communication campaign to promote low-GWP, energy-efficient RAC technologies through an awareness video and two infographics (3,000 copies) highlighting label interpretation and the benefits of efficient, sustainable equipment. - Prepare a comprehensive final report summarizing all workshops and communication campaign activities. The report should include the number and profiles of participants reached, copies or samples of developed materials, key results and feedback received, challenges encountered, lessons learned, and recommendations for future actions. Qualifications/special skills First level university degree in Engineering (preferably Electromechanical, Mechanical, or related fields) or related degree in technical fields or environmental studies. Is required Master's degree in the areas of Energy Management, Business Administration, or other relevant areas related to engineering or environmental systems.Is desirable Minimum of 4 years of experience in the HVAC-R (Heating, Ventilation, Air Conditioning, and Refrigeration) sector, including technical service, project development, or capacity building. Is required Proven experience in developing and delivering training workshops and implementing communication campaigns and designing related materials, preferably in technical fields such as refrigeration, air conditioning, energy-efficient systems, or related field. Is required Experience coordinating or implementing training programs aimed at enforcement or technical personnel. Is required Familiarity with Montreal Protocol-related substances, their phase-out schedules, and control measures.Is desirable Languages Fluency in oral and written Spanish is required.Any knowledge of other UN languages is desirable.
