Policy Analyst, Bureau of Children, Youth, Families & Developmental Disabilities

About the position Responsibilities • Analyze and summarize proposed legislation, regulations, or other documents under Department review, and develop recommendations; support the development of the bureau's policy agenda. • Conduct primary and secondary research on a wide range of topics related to the child and adolescent mental health system, and service delivery system for individuals with intellectual and/or developmental disabilities, including Medicaid managed care, value-based payment, and program models. • Track city, state, and federal policy related issues related to child and adolescent mental health and individuals with intellectual and/or developmental disabilities. • Support the bureau's efforts in developing the annual local government service plan for New York City's child and adolescent mental health system and service delivery system for individuals with intellectual and/or developmental disabilities; including community engagement to gather community input. • Conduct quantitative and qualitative analysis to support decision-making, including developing and administering surveys and analyzing results. • Support the bureau with reviewing applications from providers seeking licensure to offer mental health treatment. • Serve on internal and external workgroups and committees. Requirements • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization. Nice-to-haves • A minimum of 3 years work experience preferred. • Excellent interpersonal skills. • Ability to work in a team environment as well as work independently. • Familiarity with health insurance policy, including Medicaid and managed care principles. • Strong research, analytical, oral, writing and editing skills. • Proficiency in Microsoft Suite including Word, Excel, and PowerPoint.
