Budget Consultant, Senior Manager
About the position Advanced Decision Vectors, LLC (ADV), established in 2009, provides superior program management, program support, strategic planning, and systems engineering to the Federal and Commercial sectors. Located in Alexandria, Virginia, ADV is a Small Disadvantaged Business (SDB) contractor that has roots established in the Department of Defense and support agencies. We are seeking experienced professionals to support the U.S. Coast Guards Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC) Infrastructure Services Division, Transport Services Branch (ISD-TSB) in Alexandria, Virginia. These positions play a vital role in delivering enterprise network transport services, planning and supporting IT projects, improving business processes, and providing project management for mission-critical operations. The team works closely with USCG leadership to gather and prioritize requirements, manage budgets and financial planning, analyze workflows and performance, prepare reports and documentation, and drive initiatives to enhance operational efficiency and ensure compliance with federal standards. Responsibilities • Support the Branch Chief in addressing complex challenges and driving strategic initiatives. • Analyze business problems, conduct in-depth research and assessments, and identify solutions aligned with organizational goals. • Collaborate with senior leadership to develop strategic plans, create actionable recommendations, and manage risk to ensure projects are delivered on time, within budget, and meeting desired outcomes. • Advise on solutions to improve operational efficiency and maintain strong client relationships by delivering high-quality, client-focused work. • Communicate findings and recommendations clearly and persuasively to stakeholders at all levels. • Stay current on industry trends and best practices to provide innovative, competitive solutions. • Support the documentation and monitoring of budget requirements throughout the budget process lifecycle and assist in resolving budget funding backlog requests. • Develop and maintain internal and external presentations, reports, and other contract deliverables in compliance with Coast Guard requirements. Requirements • Master's degree in business, finance, economics, or accounting. • Leadership course certification. • A minimum of an Information Assurance Technical (IAT) Level III certificate for network environment with the ability to advise on industry best practices and future IT strategies. • 8 years of experience in business consulting and organizational management. • Active Security Clearance at the Public Trust level or higher, as required by the government.
