GIS Technician- Engineering

GIS Tech I GENERAL PURPOSE Performs a variety of entry level, complex technical duties related to the development and maintenance of city GIS and database operations. SUPERVISION RECEIVED Works under the general supervision of the City Engineer SUPERVISION EXERCISED None. ESSENTIAL FUNCTIONS GIS/GPS/Mapping: Utilizes ESRI, AM/FM/GIS, ArcGIS, AutoCad and related software to review and verify accuracy of various computerized maps and engineering drawings; compares GIS to as-built engineered drawings and make corrections to GIS based upon research and field verification; conducts field exercises utilizing GPS equipment to pinpoint coordinates and measurements for various city infrastructure; may perform general field survey duties as needed. Synchronizes GIS field databases to master databases; utilizes custom software to perform synchronizing functions and tasks; utilizes Microsoft Access or related applications to organize various database elements. Digitizes and inputs existing and new additions to city system, engineering or planning facilities; produces custom maps upon request from the engineers and city employees or officials; utilizes various mapping and cartography skills to finalize computerized and hard copy maps. Develops new GIS layers and maintains existing layers; researches records of plats and property descriptions to determine property location, boundaries and size; digitizes appropriate changes or additions to existing maps; scans documents and attaches the same to appropriate databases; performs GIS system and file backup dealing with city systems such as gas, water, sewer, storm drains, streets, electrical, etc.; maps and plots locations of lines, valves, manholes, lift stations, etc. as installed. Performs field GPS functions, locates and develops maps of new gas, power, water and sewer lines, valves, hydrants, manholes and appurtenances of the city; coordinates and works with planners and inspectors; assembles data from GPS, local surveys, county data load, utilities, state and federal agencies for mapping and analysis; trains city staff in the use of GPS equipment. Provides customer service to public and employees in refining requests for information from databases, and determines best format to publish results in maps or statistical reports. Performs related duties as required. MINIMUM QUALIFICATIONS • Education and Experience • Graduation from college with a bachelor's degree in GIS, Geography, , computer science or related field; AND • No experience required. Internship experience preferred. • Knowledge, Skills, and Abilities: Working knowledge of interrelationships and functions of various city departments and data bases; data-base management, city operational processes and procedures; system design concepts, computer mainframe networking; information system management concepts; methods and standards for project control; hardware configurations and capabilities; operating system fundamentals; data communication concepts; documentation procedures; technical writing; complex math and computer aided engineering; technical tools and equipment associated with drafting and cartography; mapping scales and their most appropriate use; legal documents and terminology; computerized mapping software and methods (ESRI, ArcDesktop, AUTOCAD, ARCView, ARCINFO, ARCCad, AM/FM GIS, Windows, etc.); various geographic databases, including surveying practices including GPS point retrieval, State Plane Coordinate Systems, GLO map interpretation and Area Reference Plan (ARP) interpretation; quality assurance and control methods; city geography. Some skill in the use of GPS equipment. Ability to develop and coordinate effective interdepartmental cooperation related to computer operations; read and understand computer printouts; recognize and solve problems related to data entry and retrieval; communicate technical information effectively, verbally and in writing; develop effective working relationships with supervisors, elected officials, subordinates and fellow employees; troubleshoot network and computer equipment. • Special Qualifications: None. • Work Environment: Tasks require variety of physical activities, periodically involving muscular strain, such as walking, standing, stooping, sitting, Talking, hearing and seeing essential to performance of essential duties. Duties generally performed indoors under controlled climatic conditions; some outside fieldwork performed. Mental application requires emotional stability in dealing with time. Mental application requires discriminating thinking, guided and creative problem solving. ESSENTIAL FUNCTIONS Project Leader: Oversees specific assigned projects; determines project task priorities, identifies necessary resources and equipment and determines project completion timeline; identifies issues related to GIS issues and coordinates with supervisor to determine best practices and solutions.
